The Structural Engineers Association (SEA) in collaboration with the American Society of Civil Engineers and the American Institute of Architects (AIA) is organizing a post disaster volunteer inspector program. Our organizations are formalizing a partnering agreement with the North Carolina Department of Public Safety Division of Emergency Management. The goal is to provide the State with the manpower necessary to efficiently and effectively evaluate buildings and infrastructure so our residents can return to their homes and businesses as quickly as possible following a hurricane or other disaster. In the coming months we will train and equip our professional members and establish a database of certified volunteers. In the event of a disaster our volunteers will be mobilized and inspections coordinated from the Emergency Operations Center in Raleigh. Volunteers will be provided credentials to gain access to the disaster site and assigned public safety escorts to accompany inspection teams during evaluations.

We invite you to join the program. You must meet the following to be certified as a volunteer inspector and included in the volunteer database:

1. Licensure as a Professional Engineer or Registered Architect

2. Completion of the ATC-20 (post-earthquake) and ATC-45 (post-windstorm or flood) programs with additional concepts of operations training. Either of the following is accepted:

        a. California Governor’s Office of Emergency Services Safety Assessment Program 
            (Cal OES SAP - Registration for this event in Charlotte is through the link below).

        b. ICC Disaster Response Inspector Program

3. Completion of the following online FEMA training courses on the Incident Command System**

        a. Course IS-100.b “Introduction to the Incident Command System”

        b. Course IS-200.b “Single Resource and Initial Action Incidents”

**The FEMA courses can be completed on your own and at your own pace. Each course will take you 2 to 3 hours to compete. Before taking the online exam you must obtain a FEMA Student Identification (SID) number. When you pass the exam with a score of 75 or better you will receive a link to access your certificate of completion. The certificates of completion shall be maintained by the individual and furnished to the SEA of NC when requested.
